WELL, I got this because I originally thought it was Ayeka, but my dearest Zagglepuss was kind enough to let me know that it's actually Ramia from the Mahou Shoujo Pretty Sammy OVA series, and apparently she's rare. ...Eh, to me it still looks like a badass Ayeka. XD SO, I'm just going to go with saying this is Ramia COSPLAYING Ayeka. Works for meh.
